The Process
When an application is received, it is entered into our internal database and is assigned a unique reference number and a case manager, which we may provide for your convenience.

Staff will then begin gathering information needed to determine eligibility and understand the victim’s needs.
Requests for information are sent to the law enforcement, hospitals, doctors, employers and other service providers, as well as the applicant. The information that is needed will depend on the nature of the expenses are being requested.
Note: Information from law enforcement is required before a determination can be made as to whether compensation can be paid for the claim. VCCB will request this information directly from the agency.
Once all the necessary documentation is received, the application and all relevant documentation will be presented to the executive director or the Board for an eligibility determination [AS 18.67.020 (g)]. Requests that fall outside of established policies and procedures must go before the Board.
If an applicant is eligible, staff may begin to award funds based on provided documentation in accordance with established policies and procedures. Special requests will go to the Board for approval.
If an applicant is not found eligible for assistance, they will be notified in writing and staff will provide steps on how to request reconsideration.
If the case meets basic eligibility requirements and the victim has a need in one of the categories listed blow, the applicant may make a request for expedited assistance.
- Inability to work
- The need to relocate for safety reasons
- Mental health therapy expenses
- Making or paying for funeral arrangements
- Medical or dental expenses
- Security measures that will provide a level of safety
- Transportation expenses
Availability of funding will be based on provided documentation in accordance with the policies and procedures.
If staff are unable to gather sufficient information prior to the next Board meeting, the application will be deferred until appropriate information is collected.
If your application is determined to not meet eligibility requirements, the Board will issue a denial and you will be notified. You may make a request for reconsideration by filling out the linked form. The form must be completed and returned within 30 days of from the date the award notification was sent.
The form instructs applicants to list any reasons they believe the decision was made in error and include any additional information that the applicant would like the Board to consider. Please note, the request for reconsideration must be completed and signed by the applicant.
Requests for reconsideration with additional information will be heard by the Board. If the decision is reversed, the Applicant will be notified and staff may award funds based on provided documentation in accordance with the policies and procedures.
If the Board reaffirms the decision to deny, the applicant will be notified and will receive information on how to Request a Hearing. Appeal hearings are conducted by the Office of Administrative Hearings. A judge will be assigned, along with a date and time. After the hearing, the judge will write a written recommendation, which will then go back to the Board for a final decision.
